Is the Strategy for integrated education a real enforceable tool?

In the Journalist’s Club on 19/04/2011, in cooperation with WCI Antico, NGO Civil and YEF, a public debate was held that promoted the National Strategy for Integrated Education. This document was developed by the Ministry of Education and Science and OSCE as a subsequent measure of the recommendations of the High Commissioner on National Minorities of OSCE in January 2008.
 
At the debate despite OSCE’s representative also were present the representatives from education (directors, teachers, professors), representatives of civil society, international organizations, and youth forums.
 
This strategy has been developed as a tool for achieving an integrated education system divided into five thematic groups. 
The first group is about integration through joint activities of the students who attend classes in different language; the second group aims towards integration by increasing the mutual knowledge of languages among students and adults, while the third group addresses to the complex issue of adaptation of the curriculum and the program of the textbooks. The fourth group covers the topic of qualification of the teachers competence related to the integration in education. The fifth group, however, includes the management of schools in a decentralized context, proposes measures to strengthen the security of the teachers on their job, defining the conditions of employing director’s assistants, authorized municipal inspectors, municipal councils of education and defining the responsibilities of the state institutions versus those of municipal authorities in the field of education.
 
At some key points of the strategy among the participants was developed a discussion about the possibilities for its implementation in practice, for its advantages and weaknesses and what are the conditions and possibilities for its acceptance in the schools.
